Child Protective Services (CPS) has become my passion over the last year and a half while completing my Master’s degree in Social Work. I have been working in the field over the last year, and I strive to protect children that have been abused and neglected, provide resources to families, and most importantly seek family preservation & reunification. It has come to my attention over the last year that many individuals want to protect the unborn by calling in a report BUT social workers in CPS are limited by policy, and cannot intervene with a family until the child is born.
Current policy “defines an abused or neglected child as any child less than eighteen years of age” (Section 63.1-248.2 of the code of Virginia).
After weeks of research and advocacy this effort has uncovered the issues of inconsistent protocol. Staying connected to the idea of Personhood & CPS, in recent years substance-exposed newborns have become a concern for Departments of Social Services BUT children and families fall through the cracks because the professionals of the field do not handle issues of abuse and neglect consistently.
